Catching card issuers in the act of charging unfair late fees is difficult but a few have been unearthed by collecting enough cardmembers that have been cheated. Regulators have few resources as the ratio of policing the card issuer activities versus the money spent to defend and perpetrate remain at consumer unfriendly levels.
